In this sentence:

Governor Schwarzenegger has led the reform to make California competitive for up to $700 million in federal Race to the Top funds

What is the sentence saying exactly?

It seems Schwarzenegger is leading the educational reform of his state, but what does "to make California competitive" mean here? and till $700 million?

Is California needing $700 million to make its schools be good, according to this Obama's Race to the Top program? Has he got these $700 million and the reform is a fact?

Although we need to know the context, I think it is about a race (in figure of speech) with other states to get the biggest share out of a limited budget aimed to support the states.

Lamentably, there is not more context. The text is kind of a panegyric in behalf of Schwarzenegger as a governor and talks about other things. But I think your suggestion has hit the target. It makes much sense. Thank You.
