It was wondered by me if passive voice is more formal? Is writing out dates more formal? Is it more formal to avoid contractions? Is it less formal to use abbreviations such as B.M.R.? What are some general rules on formal and informal?

"It was wondered by me" is certainly passive voice. Passive voice is neither more formal nor less formal than active voice.
