Hi, i tried to understand the difference or the concept of these sentences.. Could u please help me to be able to understand these sentences?

1) On what basis was a person suggesting that.......?
2) Why was a person suggesting that......?

What kind of answers is expected by each different question?

The first suggests to me that there was something like a theory, rule, etc, behind the person's suggestion, while the second could be motivated by anything.
