19:30 is a home time and I generally just get the bus home
but sometimes I visit my friends, who live not far from my institute.

Is the use of the justified in the above sentence?
Is the sentence all right?

The use of "the" is entirely natural here, but I'm not sure that you need "a" before home time. However, if there are a number of different home times and you wish to make a point that 19:30 is one of them, then the "a" makes more sense.
