I would like to know the difference between "1" and "2"
1. You should go home. you've had a little too much to drink.
2. You're going home. You've had a little too much to drink.

If there is no differece, I wonder which is more polite?

The first one sounds more like a suggestion, trying to encourage the person that he's had enough and should stop and head for home.

The second is more definite and sounds like the host is ejecting the person from the party and is going to have someone drive the drunk in question home (or put him in a taxi).
