I found this expression very witty, but in everyday conversation, it may just communicate the information that it is raining.
Conversation A
"How is the weather there?"
"Good weather for ducks. That's the best I can say."
However, in the following conversation, there seems to be the speaker's feeling expressed about the rain. For example, the speaker thinks it is unfortunate that it has been raining for days.
Conversation B
"What's up?"
"Nothing. Good weather for ducks!"
"Sure is!"
