grammar about this sentence.

My question is, in this sentence, the phrase "coming out" is used as an adjective to modify the subject "guard" , or just the linking verb " is" is omited from the sentence, I mean, the complete one should be_ All wings, guard is coming out.?

Actually, this one(all wings, guard coming out) from Prison Break 1, and episode 1, and this scene is Michael Scofield's just arrived in Fox River Penitentiary and his cellie Sucre is introducing some situation about this place, and the Correctional Officer says: All wings, guard coming out, all wings, guard coming out.

I just remember my teacher telling me that when Noun is followed by the participle which modify the Noun, according to this grammar rule, it means the purpose of " coming out"is to modify the Noun, guard, but I think the meaning of this sentence is pretty weird under this rule.
so, in my opinion, I think it should be, the speaker leave out the linking verb, is, I meaning, the complete one would be: All wings, guard is coming out. but we both know, this one is not apply normal grammar rule. so, I just got confused which one of my thoughts is right and wish you could tell me more about your opinion. Although some of my teachers tell me don't consider more grammar rule when we're studing spoken English,

"guards coming out" = the prison warders/guards are now leaving the prison wings.

It is a public announcement over a tannoy system, so it does not require a formal structure. It is informing the inmates and the warders of what is happening.
