hello everyone , i have a question about tenses , is it correct to say:when John was playing cards , his brother was doing his home work
is it correct to say was doing , if not why ?

Yes, it is. But it's better to use "While John was playing cards, ..."
"When" means "At the time .."
"While" means "During the time ..." which is more appropriate here.

so you're saying that there is nothing wrong with using the verb"to do " in a progressive tense , i though it is like one of those verbs "to have " to undrestand"... can't be put in the progressive tenses

"Doing" can certainly be progressive.

I am doing laundry.
He was doing his homework.
At this time tomorrow, I will be doing the dishes.

(Remember that proper English does require the use of capital letters.)
