Oh, that dark road where men went by like ghosts, voices stilled, only the muffled tramping of feet on soft dirt, the faint clicking of bridles and the straining creak of leather! And, oh, that dreadful moment when the sick horse balked and cavalry and light cannon rumbled past in the darkness, past where they sat breathless, so close she could almost reach out and touch them.

I. Is "And, oh, that dreadful moment..........and touch them" an independent sentence?
II. If not, why "And" is in capitalization?
III. If yes, this is a sentence without predicate?

Literature does not have to slavishly follow the rules of grammar. This is written for impact and to create an effect. Neither is a complete sentence grammatically. The capitalisation separates the two road and the moment.
