They are called homonyms:

homophones are words that are spelled differently, but sound the same (e.g., knight, night; bare, bear; see, sea)

homographs are words that are spelled the same and sound the same, but they have different meanings (e.g., flag pole: a long slender rod, North Pole: polarity; fingernail, nail & hammer)
