They both mean a small amount and both are used with noncount nouns, but "a little" has a positive connotation, whereas "little" gives a negative idea.

I've been able to save a little money this month. (Positive idea: I have saved some money instead of spending it all.)

I have little money in my pocket. ( Negative idea: I have almost no money.)
