We Koreans say "grandmother(father) not only for my own one, but also for anyone unknown or close. Do native speakers do the same thing or is it different?

ex)I saw a grandmother(or old lady?) hurt in the subway. The grandmother(or old lady?) I know in my neighborhood is very kind.

No, we don't.

Here in the UK grandmothers start at 30 years of age. Call them old ladies at your peril.

Sometimes people refer to elderly ladies collectively as grannies, not grandmothers.
