The $9.7 billion bill grants additional borrowing authority to National Flood Insurance Program to pay 115,000 pending claims.
Is the above sentence missing the preposition "to"? I mean that we use the preposition in "
grants additional borrowing to authority".

No, but it's not a very clear sentence. The bill grants the National Flood Insurance Program additional authority to borrow money. In other words the NFIP is being given the right to borrow more money than they were previously allowed.

Well, you are right!:lol: I misunderstood the word "authority" as you said. Now it is clear and I have no problem with it.
