I first had gulped my words down before starting to speak up.

I first swallowed my words before starting to speak.

Which one is correct.

Can I use the word ''gulp'' or ''swallow'' for words... (or) which one I can use for this explanation... I mean when one hesitate or worry to speak .. one swallow in one's sayings for a moment..

No, you do not gulp your words. You just gulp. It means to swallow while hesitating to speak.
When you swallow your words, it means you have said something that you later know you should not have said.

"I gulped before starting to speak."
"When I promised something that I couldn't deliver, I had to swallow my words."
