I would like to know why the author uses had + the Reverend at the end of the sentences (colloquial?)

He had his fancies, too, had the Reverend.

He had no fancy for change, had the Reverend.

It's a figure of speech sometimes used to attribute a trait to someone.

It's emphatic and dated.
You may hear a similar construction:

The reverend had his fancies too, so he did.
