Do you confirm that "hard-elastic" also means "springy"? If not, what does it mean?

The COLTECH GRIPELAST is a superior, waterbased, hard-elastic, single component, Polyurethane-based high-solids texture coating, used for the creation of high traction, anti-skid surfaces in Marine applications.
