[Grammar] Has or Have grammar help

Sentence: "She and the public has/have moved on"


My question/doubt: What would be the right verb in this sentence has or have ? I think it ought to be verb "has" because article "the" before the word "public" makes it singular, right ? tell us what you think forum.

I think there is to be the auxiliary verb 'to have' because 'She' and 'the public' together make the plural form. But it's just my opinion.

The subject, 'she and the public' is plural - so 'have'.
