He has retarded to submit his parts a couple of times.

He has a bad habit of delaying submission his parts.

Are the above sentences grammatically correct? They seem so to me but I am not sure.

Parts, here, mean something to be completed. It can be anything; a homework, a housework, etc.

"Parts" does not have that meaning. You'll need to use whatever the relevant word is.

He has failed to submit his [work/homework/essay/report] a couple of times.
He has a habit of submitting his [work/homework/essay/report] late.
