''It is clear that what he is doing is not true, but he is not completely to blame for not realizing that.''

I met this sentence when I was watching a tv series. Actually, It is not hard to understand what is the meaning of the sentence, but I have a problem with it.

I think that the underlined part of the sentence must be like this '' he should not be blamed for not realizing that.'' or ''he is not completely faulty for not realizing that.''

What do you think? Is there any problem in the original one?
