He is someone who I trust with my secrets, and who I can discuss serious matters with.

Almost okay. Look in your dictionary for the meaning of secrete. The word you want is secrets.

That word change would make your sentence okay, but not quite natural. We can usually omit the pronoun from attributive clauses when it is the object. I prefer: He is someone I trust with my secrets, and who I can discuss serious matters with. Or better yet:He is someone I trust with my secrets. I can discuss serious matters with him.
