[Grammar] Head of Noun Phrase

hello! i'd like to know which is the head in this noun phrase:

"the features needed to protect an operating system from users programs"

for me it is features, but is it possible to have more than a head? since the exercise says "underline the head or heads" if so, which is the case in which i can have more than one head?
