The phrase negotiate the world over means negotiate anywhere in the world. (Presumably, if you know negotiating techniques used in different places around the world that will help you with your own negotiating skills.)

The phrase borrowing costs means the costs of borrowing. The interest on a loan is certainly the most significant cost of borrowing.

Capacity is space, which costs money. Possibly the person increased the size of the plant because he (or she) was anticipating an increase in production. Such an expense would certainly have to be justified.
