Paraphrasing:

This year Top Class(a company)invested heavily in a new plant in China and need to expand sales by volumen and revenue to pay for the borrowing costs and to justify the growth in capacity.

"Capacity is space, which costs money. Possibly the person increased the size of the plant because he (or she) was anticipating an increase in production. Such an expense would certainly have to be justified. "

Dear teacher:

Could you also tell me what does "justify" mean? (sorry, I have so many questions within one sentence.)

To justify is to explain something. Especially, it means to explain one's behavior in a way to satisfy someone in authority. Also, what Red said.
