Can someone tell me if I can use the word TIME instead of AS in the below attached sentence. The reply is strictly reserved to a teacher with deep knowledge of the English Language.

I think this is your second post with this question. Just try a plain dictionary translation approach. The word time does not make any sense at all.

On a personal note - you may want to add the word please to your posting. I find this a bit xyz - The reply is strictly reserved to a teacher with deep knowledge of the English Language.

Try,

...from the Bank, as at this time Mr. Antonio______ has breached the court order.
