Perhaps I am not reading it correctly, but to me it seems to be a very confusing sentence. I really can't tell what is meant.
Perhaps it means:
"I thought it would never happen," said Jason, while watching that sign being hammered into his lawn.
Or perhaps it should read:
"I never thought it would happen -- until I watched that sign being hammered intomy front lawn."
