Do the above sentences mean the same thing, that is, I can buy it for you but you have to pay me back the money.

No, there is difference. Please see their use.
1) I can help you to buy it.
You need a particular brand of sports shoe, which is not available in all shops, but I know the place where it is sold. So I can take you to the place and help you to buy it.
2) I can buy it for you.
Yes, when I go to the market, I will buy it and collect the cost from you.
