Descriptive grammar describes the language that people actually use, while prescriptive grammar tells people what they should say. ;-)

Descriptive grammar involves cataloguing what people say and how they use words. It imposes no rules or standards and does not comment on correctness.

Prescriptive grammar sets a set of standard rules for words and usage. Therefore, there are incorrect uses in prescriptive grammar.

Descriptivist: People say "Me and Jimmy are going to the park".
Prescriptivist: People should say "Johnny and I are going to the park."
