The question should be:

1. He wanted _______ get into contact with them.

Here is a clue: after "wanted", you need an object; and before the infinitive "get", you need another word, to link it to "wanted".

That's right: "her to".

The easiest place to find the rule is a dictionary; which should tell you that the structure is:

1. To want someone to do something.

The underlined parts are objects: in the first case, of the verb "want"; in the second case, of the verb "do".

The emboldened part is a to-infinitive.
