Hello my dear colleagues, I'm looking for someone who can help me about meaning of the sentence written below?

Literally, the evidence was strapped to his body. Even if he's functionally retarded, he's getting time.

What does that mean 'he's getting time' mean here?

He will go to prison. His mental health issues will not be an absolute defence.
