going nowhere = lacking a sense of purpose, achieving nothing, wandering aimlessly

May I to assume that “He’s going nowhere” = “He’s being at the crossroads.”

If the mayor is under pressure and said it, he means that he is not going to resign, even though people are calling for his resignation.

From an internet search I found the article the sentence comes from.

It is indeed that the mayor is under pressure, due to the tragic death of 21 people at a music festival in Germany, however until the exact causes for this are known, he intends to remain mayor.
