'High friends in low places' is a play on words made popular in a song by Garth Brooks. In the song a woman has her wedding reception at a fancy country club. Her old boyfriend makes the point that the woman is not better than he is just because she has wealthy friends and can afford a showy reception. He may not be wealthy but he has high friends (close friends) that hang-out in low places such as the local pub. The point is that money doesn't necessarily mean that you are better than someone else.
