1) I'm not hitting on you/I'm not coming on to you.
2) I can't bear that guy. He's always hitting on me/He's always coming on to me.

Do these two verbs mean the same in this context ( that is, to approach someone because we have a sexual or romantic interest)? Are they used at the same way with this meaning?
