i heard someone asking this question.

the guy wanted to know how someone else managed to print some documents.

i wonder what "go all over" means.

my doubt is about ALL OVER.

i have been hearing this expression since a long time ago but i don't understand its meaning.

"poverty is spread all over the planet" i understand but it's not the point.

i don't understant "to start all over" or "tear down all over".

can u explain?

Here it means 'everywhere on the planet' but you say you understand this meaning.

In 'to start all over', it means to start from the very beginning. In other words none of the advances can be used, any advances have to be rejected/scrapped and a new start initiated.

"tear down all over" means about the same thing. Imagine a house that was started but framed improperly so that it was a danger. It was rebuilt but it was still done poorly so the inspectors made them "tear it down all over again".
