I have seen these two sentences to be used. Which one is correct? Or both are correct?
I would like to know when to use asterisks as quotes.

As Piscean said: never.

Having said that, I have seen asterisks used as quotation marks several times - leading me to suppose that keyboards in some parts of the world don't feature a " key.
