I think both underlined sentences are not exactly the same.
I agree with you. the first sentence says that they are exploring ways to use it and the second sentence says that they are testing it. Exploring is not the same as testing. When you explore an idea, you think of different ways to do a thing. When you test a material, you subject the material to various conditions.

What does a native (native-speaker, or, more correctly a native-speaker of English) think of it?
