[Grammar] How to use apostrophes on 'schools' and 'syllabuses'

Hi,
I am writing an essay which has to have a descriptive title. The title I have chosen is:

A study of schools' implementation of syllabuses' democracy related instructions via homework

Am I using the apostrophes in a correct way?
Also, does the title as a whole make sense?

To clarify, it is a study about how schools (plural) implement any democracy related instructions that can be found in various syllabuses (plural) via homework.

Any feedback is much appreciated!

I don't know what "democracy-related instructions" are, but you should use the hyphen as I have.

Your use of apostrophes to indicate possession is correct.

instead. It sounds a bit less awkward...

Oops, I think I was a bit hasty in my comment. I cannot use 'how schools implement' as 'how' would indicate a description, when in fact it is more about whether or not democracy-related instructions are actually implemented via homework. So I have to go back to my original title:

A study of schools' implementation of syllabuses' democracy-related instructions via homework
