how to use the phrase " I would say"?

1. I'd say your friend was mistaken
2. Jerry : what do you think?
Jack: I would say.........


what does I would say mean? and in what situation in a conversation we use it ?

Sometimes some people say I would say as a way of expressing an opinion.

Using "I would say" also sounds hesitant, and could be thought of as "politer" in a way. If you want to express an opinion and be relatively sure that it won't sound too aggressive, "I would say" is a good way to start.

I agree with CitySpeak- it's a way of giving an opinion without appearing pushy or aggressive. ;-)
