Can we call people subjects? Also, The Free Dictionary says that subject means "one who is under the rule of another..." Does this definition suit the underlined word?

Yes. This is mostly used within the context of a monarchical government. The people are subject to the rule of a king or queen, hence they are his or her 'subjects'.
