In President Obama Exit Interview with NPR, he said ,quote,"I'm the best president I've ever been right now."
Does he mean that he's best president ever in the American history, or does he mean that he's the best president he himself could possibly be.

I think it means that he sees himself on the climax now; better than ever before during the past 8 years.
But I'm not a teacher so let's wait what the experts say.

You are correct here. Neither of your earlier two conjectures is right. He meant that he thinks he is a better president now than at any earlier time in his presidency.

so let's wait what the experts say.

Natural is "Let's wait until we 'hear' or 'read' what the experts say." Until is essential.

Or you could say "Let's await what ..." That is equally natural.
