I need some help.

What are difference between:

"I vote for English as the second official language in Lithuania"

and


"I am voting for English as the second official language in Lithuania"

Which form is better?

Which form is better?

Context is everything. Is there currently a vote going on in Lithuania, asking people what they think the second official language should be?

If so, and you are telling someone else how you plan to vote, you can say "I'm voting for English ..." or "I will vote for English ..." or "I plan to vote for English ..."
If the vote has already taken place, then "I voted for English ..."
If you are asked to vote verbally in front of a panel of officials (or perhaps if you are asked to email your vote, including a full sentence), you would say "I vote for English ..."

Well, now in Lithuania going a little discussion about making English language official.
I have found a article on this theme in English language.
