Are they all correct and mean the same?

1 I don't allow my girlfriend to do whatever she wants in public.
2 I don't permit my girlfriend to do everything she wants in public.
3 I set limits to my girlfriend's public behavior.
4 I regulate what my girlfriend is allowed to do in public and what not.

3 I set limits [STRIKE]to[/STRIKE] on my girlfriend's public behavior.

Grammatically, they're all correct. They don't necessarily mean the same.

Please be aware that the subject matter (the subjugation/control/abuse of women) is very contentious. I strongly recommend that you find a different topic for your example sentences in future.
