They are both incorrect. As you have already been told, "The date hasn't been fixed yet" and "The date isn't fixed yet" are correct.

"The date hadn't been fixed at that time" or "The date wasn't fixed at that time".

Example: The committee is meeting on May 2. There is an event coming up. They will NOT decide the date of the event at their May 2 meeting: The date won't be fixed at that time.

Example: A committee is meeting on May 2. There is an event coming up. Another organization sets the date for the event. The committee can't make many plans at their May 2 meeting because The date will not have been fixed [by that other organization] at that time.
