The first one is ungrammatical and has no meaning.

Your context will govern which of the other two is correct.

Is there anybody to answer me? Is there a person there who can answer me?

Person A : ""I have posted a question. Is there anybody to answer me?"

The person asking the question want to know if there is a person who can/is able to answer the question.

Is there anybody answering me? Is there a person actually there at this moment who is responding to my question?

Person A : "I have posted a question. Is there anybody answering me?"

The person asking the question wants to know if while he is online there is a person at that moment answering the question.
