The first means effective ways [strategies] to help someone cope [deal] with problems.

stunted means failure to grow in a normal fashion. Calves whose mothers have a normal supply of milk will experience normal growth. A calf whose mother has a poor supply of milk will be stunted.

There may be other meanings.

stunted = rudimentary, obsolete, dwarfed

rudimentary = imperfectly or incomplectly developed
embrionic: a rudimentary beak

pertaining to something either vestigial or embrionic

vestigial = (biology) not fully developed in mature animal

obsolete = not longer in use

dwarft = an abnormally small person, animal or plant
to dwarft = to check the natural growth of development of, stunt

"The oaks were dwarfted from lack of moisture."
