[Grammar] I wish he would(n't)

Two questions:

1) I wish you would stop smoking.
What's the mood on the speaker's part? Is it a polite request? Would it depend on the intonation?

2) If I hate John, and I know that he will come to my party tomorrow, can I say: "I wish he wouldn't come to my party tomorrow"?

1. It's not a request because it's not a question. By itself, it's an assertion by one person that they would much prefer if the other person would stop smoking.
2. Yes, you can, but more likely is "I hope he doesn't come".
