the following sentence is from a news story about Assange in the Ecuadorian embassy in London.
WikiLeaks' Assange says "door open" to end London stand-off
He appeared in good spirits as he addressed chanting supporters holding candles and banging drums under the watchful eye of police who have maintained a constant presence outside the embassy."I'd rather be fighting crime ... but needs must," said one of the dozen officers posted outside.
It this an incomplete sentence, or is this a common way of leaving something unsaid - such as 'needs must be addressed (first)'.
