Can we say "I'm fed up" with the same meaning as "I'm full" (just to mean that we're not hungry)?

No, not in the way you used it.

"To feed someone up" does mean to give them plenty of food but it is used in sentences like "He was really thin when he arrived at our house so he stayed a few days, we fed him up and when he left, he looked and felt much healthier".

If you say "I'm fed up", it has a negative connotation meaning that you have lost patience with or "had enough" of something.
