I'm looking forward to working with you before returning to my city. Is this sentence grammatically correct? Can we use "looking forward" and "before" in the same sentence? And will it be "before returning to" or "before I return to"? Personally I would go with the former, but want to know your views.

Before I return to the city would be more natural but your first version is OK.
