Are instructions and procedures considered as imperative sentences?

It depends on how they are phrased, but they can be. ;-)

I agree with tdol.

Here are a few examples:

An instruction
Turn the dial. (Imperative)

A procedure
Follow the instructions. (Imperative)

If the subject is implied "You" and the verb doesn't have tense, then the sentence is imperative:

(You) turn the dial.
(You) follow the instructions.

Commands are also in the imperative:

A command
Close the window. (Imperative)
(You) close the window.
