Hi Everyone, this is my first post on this forum. I'm studying for the TOIEC test and i came across this exercise that I don't know the right answer.
I would be very grateful if you could help me.

As Rover has already said, none of those choices fit.

I would hope this was not an actual question.

"Larger customers" could be referring to their physical size or the amount of money they spend.

Anyway, like others have said, the choices that you are to choose from don't fit. If I had to fill in the blank I would choose "to pursue"

In an effort to improve service to larger customers, the company directors have decided to pursue the establishment of a key account management department.

With a gun to my head, forcing me to make a choice from those that are listed I would choose #4 - "they pursue"

The "(that)" would be silent when read. It is not a great choice but it is all that is there. "To pursue" is a far better choice. IMHO

I imagine they want to improve service to more customers or a broader customer base, rather than focusing on customers who weigh a lot. I think the problem is the question- it doesn't work.

Or perhaps they missed out the word "will" from d). That works without "that" after "decided" in BrE.
